The main aim of the Agricultural Support and Land Parcel Register is to ensure quick and accurate payment of supports and to monitor these payments. The register provides data about support applicants and supports applied and received by them as well. The establishment and running of the register is based on the Statutes for Maintenance of the Agricultural Support and Land Parcel Register (RT I 2004, 39, 264; 67, 465). The register was put into operation on the 1st of January, 2002.
All the support applicants must submit an application for registration to the Agricultural Support and Land Parcel Register when they are applying for any kind of agricultural support for the first time. This application has to be submitted also by persons applying for the production quota or state amount import/export licence, certificate for export support, or filing tenders or applying for the approval to participate in market measurements. The application can be submitted to ARIB only once. In case the data are changed, you must submit an application for changing your data in the support register presenting unofficial form. In case you wish to close your account from the support register, you must submit an application for closing your account presenting unofficial form.
The registry application is submitted to the specialist of a local office of ARIB. One needs to present his/her valid identity document as well. On the name of the organisation, only the person with the right of representation can submit the registry document. In case the person is not the support applier or has no right of representation, the authorisation document (original) is needed. On the name of a civil law partnership association the person authorised by all the members, or manager can submit the registry document. The representing person submits the authorisation letter signed by all the members of the association, or the partnership agreement. You can also send the registry application by post, adding a copy of the identity document.
The data in the support register are available for the state supervisory body, for the person, whose applicable right is settled by the Act, and for the person with legitimate interest.
